From Telegram’s billion-user AI lab to Binance’s blockchain playbook, Kazakhstan is pitching itself as the next digital frontier.
At Digital Bridge 2025 in Astana, Pavel Durov broke cover with one of his boldest projects yet: Telegram’s AI laboratory, launched in collaboration with Kazakhstan’s Alem.ai.
The lab promises private, transparent, and scalable AI for over 1 billion users, moving Telegram beyond messaging into full-on AI + Web3 integration.

For Telegram, it’s a cultural and technical play: AI as an extension of digital freedom, hosted in a country betting its future on the digital economy.
Binance founder Changpeng Zhao (CZ) used Astana’s stage to hammer home a simple thesis: real value comes from deployment, not speculation.
He framed Kazakhstan as a proving ground where blockchain meets AI, with BNB evolving from token to infrastructure layer in this new decentralized economy.

Translation: Kazakhstan is where Binance wants to show how BNB can power real-world systems, not just trading pairs.
President Kassym-Jomart Tokayev played statesman, warning that AI without human leadership risks losing its “soul.”

He announced that Kazakhstan’s Digital Code is in its final stages, designed to balance innovation with responsibility. Parliamentary hearings and expert reviews will anchor the framework.
On the sidelines, a fintech play dropped: Bybit Kazakhstan teamed up with Biometric.Vision to deploy biometric onboarding.
